Lol... there isn't any context. In-Betweener was using so much power on the Hulk that Strange thought it was the other half in that room. Then when he released Hulk, he said that he gained MOST of his power back and Hulk was still getting stronger. Its clear as day.

Yeah Let's pretend that all authors write the same character with the same level of power in mind rather than actually evaluate the feats they have that character achieves.
Tom Taylor thinks Superman can shatter chains that are forged in black holes and “used to haul stars between galaxies”? Then all authors must "think" that. That's why we go by average, period.
