It is true that Hulk was being restrained but Strange never made the assumption that it was based on power readings. He knew that they had split up and assumed it was chaos.
He, order didn’t restrain an Ig user either. Chaos had just told order to kiss his ass and then order said “I will restrain you”. He was speaking with chaos not the ig user. Smh lies.
One thing I will give you two that he was using his power to restrain hulk and do the other things he was doing. We don’t know how much of his power he was using to restrain the hulk.. I also didnt see any signs Order straining to hold him. And how powerful was he if he got scared off by long shot?
Crap he’s banned so it feels like I abused the invisible man and I can’t even take pleasure in seeing him suffer.

Used nearly all of his power to contain Hulk and Hulk was still getting stronger. In time, we all know what would have happened (this isn't even WWH or World Breaker, this is just Savage that expanded his power like that). This same guy was controlling an IG user and the Phoenix Force. Crazy fts for Hulk. Insane ft.
