So why not just oppress everyone then? Make a Cold War government, where every citizen from the lowest to the highest is under constant threat of being destroyed by everyone else, for the flimsiest reasons, and at a whim.
Make such a government, and you'd have your utopia.

Now that I have said they aren't your friends there is a chance they will lie and say they are, just cuz I said they weren't(The Surtur Derangement Syndrome runs strong here, I'm half convinced I could cause multiple suicides just by coming out in favor of breathing oxygen).
