Riots usually happen because leaders need a wakeup call. On the other hand, what happens if leaders respond TOO immediately? Wouldn't that possibly encourage a type of "mob rule"?
Looking at it from the perspective of leaders, they must think about this all the time. They don't want to spark a riot, but they also don't want to appear so weak the slightest social unrest controls government.
