Always wondered what a fascist would do if the entire population had a "freedom or die" attitude.

Because a ruler still needs someone to rule. You can't actually kill EVERYONE.

Is 4 much different, aside from the obvious visuals?

The combat system is better and those worthless things that nobody picked up like tin cans and empty bottles now serve a purpose as they can be harvested for things like steel and glass for your settlement/base building or weapon & armour upgrading. Fallout 4 itself is an improvement but it lost the atmosphere of earlier games.

Would you recommend 3 or New Vegas for a first time player?

Which might be awhile, seeing I'm early in a first Dragon Age Origins Ultimate Edition run. (I like the dog, and couldn't believe they even gave you an option to put him down, when he wasn't viscious at all.)

^Agreed, although when you compare them both to Fallout 4, New Vegas and Fallout 3 aren't hugely dissimilar.

New Vegas is everything good in Fallout 3 maximized and expanded. Fallout 4 is everything bland and contrite in Fallout 3 maximized and given a lovely coat of Skyrim paint.
