Policy is a losing game. The US has too much gridlock, and there's only so much change the people are willing to rubber stamp.
Case in point "Obamacare". It got a lot of people enrolled, but did nothing to reduce the costs of health care. Pharmaceutical drugs and services are still overpriced.
And it resulted in a negative of forcing people to enroll within a short window or suffer.
What we need is health care reforms. Massive reforms. Reduced prices, for starters.
Not gonna happen. No politician can make it happen.

Because of a well worn concept of "captured subsidies".
You see the problem in higher education a lot, but it's not exclusive to it. Lets say for example government subsidies tuition costs by 80%. What happens, is universities raise tuition costs by just enough to rake in that money, and force the student to pay as much out of pocket as they would before the subsidies.
The problem isn't about how to pay for a service, the problem is predatory behavior from service providers.
