WF knew he couldn’t fight Superman. He’s been saying that Superman can prevent him from fulfilling his goals. that’s why he wanted him to stay on the planet. He couldn’t stop Superman so he went for the anvil. Dr. Manhattan sees magic as code and doesn’t know if he can beat Superman.
Sure Superman has magic weakness but a sundipped Superman’s stats are through the roof. He’s more powerful than imperiex and knocked out WF. 2 beings more powerful than hecate.
