Helstrom's durability can tank any physical damage that Arthur can bring to the table.
His Darsoul will protect him from Arthur's TP just as it has from many telepaths.
That only leaves the trident. They both have one and both are quite dangerous.
Of course Hellstrom could always bury Aurthur in a mass of earth, strike him with lightning and winds or just burn him with hellfire.

In terms of "strength" classic Hellstrom was as strong as 100 men. That puts him at about 30- 40 tonner. When he darksoul is released or takes over he is said to be 10 times stronger but. He hasnt any quantifiable feats at that level. That same Hellstrom only had his powers at night (no longer the case)
In terms of magic etc, with his trident he is his fathers equal. In Defenders in the story ark around issue 100 Lucifer showed his many faces to Daimon and we saw that he was also Mephisto, Satsnish etc. That has since been retconned since more recent stories have those hell lords have realms next to each other and a balance between them.
The trident lets him control hell fire. Control the elements like earth, wind, water, fire. Control the weather. He has also cast spells that alter his and others size, created duplicates, etc. With it he can also open dimensional vortex (usually these are gates through hell to somewhere), travel and manipulate time.
He also has an ability to affect and control the darkness in the souls of others (that shouldnt come into play here) and can heawith touch and has mystic senses.
Its more his versatility than actual displays of power that make him competitive

He doesnt go up and down, he is more powerful when his darksoul is released and takes control. He spends much of his life fighting to keep his darksoul down, to retain his humanity. When he gets angered enough though he cant succeed. Its why he's gone from protecting a woman to striking her so hard he drew blood to healing her in one story.
Its this constant internal conflict, him fighting his inner demon that makes him such an interesting character to me.
