The problem with Trump is he doesnt history or the consitituion.

He can appoint a special prosecutor himself like many presidents in the past have.

Pretty sure that's the job of the AG (or AAG if the AG has recused themselves), though obviously a President can tell his AG to do it and if they do it, it effectively is coming from the President.

But if you're correct, then Trump's an idiot for not asking any of the experts around him what he can and can't do directly. He has at his disposal experts in virtually all fields just a phone call away. What a moron this President is.
