It was an example of pure combat speed, Combat speed is how fast you can execute an attack or action. Yes, it does affect traveling speed somewhat and are definitely relative. In most situations combat speed happens within a certain radius from your pivot on either feat, travel speed goes beyond that.
Just like this:
If character is flying, he doesn't NEED to perceive surroundings at the same speed he moves. For example take jet fighter pilots. They can move at supersonic speeds, but none of them will react to bullet. Avoiding obstacles requires just mundane ability to evaluate distance and predict your path.

In the GL feat (not even the gun feat) Superman can perceive events on the picosecond level, where a second appears to be thousands of of years, and move freely within that time, making multiple actions with hands and feet (can insert any action he wants, including punches and attacks) then, logically, it would make sense that Superman would view Thor as a statue if he wanted to. Right?
If you disagree, then your claim becomes that Thor can make significant movement within a picosecond starting from rest.
And that claim must be proven by feats. Show Thor
1. Perceiving something happening on that level
2. Reacting and able to move significant distance within that time frame (starting from rest)
