Dunno. Just seems like that's where the plot might be going. Earlier in this arc, Whis described the 'tiers' of Angel-level power/UI to Goku, and that is very much the direction he is heading. Conversely, Vegeta is now heading down the path of bonafide Destroyer-level power.
So if *something* were to happen to Beerus and Whis down the line, the Saiyans would become the most suitable replacements for them in U7.
Hopefully that's *not* what happens, but I feel like it's possible. /shrug

IOW, "the strongest" several chapters ago really doesn't mean a goddamn thing now -- especially with the training that the Saiyans have undergone since the wish was made. /shrug

As for Vegeta's transformation: he is generating the same type of ki as a Destroyer(as Goku indicated), but he obviously isn't a proper/actual God yet. That said, I wouldn't say Vegeta is automatically above Granolah simply because he's channeling the same type of energy as a GoD.
That said, I expect GoD-Vegeta to pummel the absolute shit out of Granolah initially, but then something will happen that prevents him from winning. Perhaps Granolah will reveal that he has only been using a fraction of his power up to this point, and powerup even more..? Perhaps Granolah will simply run away..? Perhaps the GoD energy that Vegeta is tapping will burn him out(like MUI does to Goku)..? Perhaps OG-73 will enter the fray again, and absorb them both..? Dunno, but the arc obviously isn't going to end here.
