It... depends.
If Goku and Vegeta were doing their usual pre-game staredowns, I agree that gives them the disadvantage. If this was a "bloodlust to the death" thing, I'd bet Vegeta or Freeza's finger ki blast could beat Itagaki's.
As for in character, that's up for debate. The staredowns are usually reserved for "worthy adversaries", and both Goku and Vegeta have been known to instantly finish "fodder". Fodder being determined by what power levels they sense.

So apart from finger tricks? I mean, I don't think it was ever said that JUST fingers/eyes were their limits, so arguably any body part would be usable.
I mean, 'in universe' knowledge is so variable. You had guys who did nothing but study ninjas and their techniques, and prob could reel off every single detail about it, vs....well, someone like Naruto lol. Even with Might, his 'in universe' knowledge - as you point out - would have been useless against Itachi.
Then it depends on who they were fighting - am sure Shikamaru came up with new and inventive ways, for example. That's what made Naruto enjoyable, for me - seeing how creative they could get.

there is not a single character in bleach that's as interesting as someone like Itachi, Obito, Nagato/Pain etc
