For a start, he doesn't run. He can't.
Secondly, he doesn't remove powers. They still have them, just low level attacks are still usable.
Thirdly, anything(powerful) that comes WITHIN ten feet gets shut down - your stips, they start AT ten feet. Goku got wasted because your argument was that he rushed TOWARDS his opponent, thus defeating himself. However, until he expands his field, anyone ten feet away is A-OK.
Flash would still be ok. And I am gonna bet any amount of money he's faster than Aquarian in reactions, lol.
Invisible Woman would be ok. Then she can bubble the brain
Atom would be OK.
Any telepath would arguably be ok. Fantomex too.
Batman could be ok if he does the right things

How exactly do you think he is going to beat Goku though? He's not as weak as a kitten because kittens can't budge tables. Goku can still walk, slap and punch while he's in his field. He might not be 100% but he will still be more than capable of attacking. We've seen people in his null field still being functional. All Goku needs to do is just, uuuuummmm, punch him or choke him out.

Aquarian himself still has powers. Has energy blasts, can fly, and has super strength. So that is item#1.

That would PROBABLY give him a temporary advantage but looking at Cap there, he was able to get up afterwards.

Still Gogeta/Vegetto Blue, stated to be the oy mortal more powerful than Beerus, is SSG (SSJ is Oozaru ×1/2= ×(10×5)) is SSJ × 1/2 = 50×25=1250 + SSJ = 1300 + fusion is 2300. So SSJ4 spaghetti hair is 400×16 = 5400, over twice as strong as Gogeta Blue.
