I place Jiren and Belmont equals at most, or one only negligibly inferior to the other, like Goku and Tien at the 22d Tenkaichi Budokai.
Whis only said a God of Destruction couldn't beat a warrior, not that one defeated the other, which implies a level of parity to result in a stalemate.
Toppo is of course unquestionably inferior any way you look at it, since he lost to Vegeta.
At least under tournament rules. If he could use his Destruction powers to full extent though?
Then again, Beerus never really used it in a fight, so maybe Hakaishin's aren't allowed to use those abilities to settle personal disputes?
I do think Jiren > Belmond to some extent. However, I definitely do not think that Jiren is so far above Belmond that he could kill/incapacitate him with a single [seemingly casual] blast, like Beerus nearly did to him(along with the 4 other Destroyers he was grouped with.) I like said earlier: a lot of people seem to be under the impression that "a Destroyer is a Destroyer", when in fact there is a significant variance in power between them all. So just because Jiren > Belmond, it certainly doesn't mean he is > Beerus by default.
As for the authority of Destroyers: they seem to be able to destroy basically whatever they want, whenever they want. Their 'jurisdiction' is technically supposed to be limited to their native universe, but as seen when Beerus traveled to U10 and erased Zamasu: they can divvy out destruction anywhere they see fit, without recourse.
And Beerus also Hakai'd that ghost thing simply because it was an annoyance:

They don't really meddle in internal universe affairs though, it's only if an Angel dies or needs to be culled that they get involved.
Effectively, destructor's answer to no one in their universe, and can do whatever they want.

Though if a Destroyer just went nuts one day and started wiping out their own universe for the lulz, I imagine their Angel would step in and give them some corrective action.
Well, Trunks Whis didn't do anything about Zamasu.
Even if he was forbidden to act without a Destroyer around, the fact he didn't even report it to Zeno either shows one universe falling to pot isn't a concern to the big shots. Or, it could mean Whis knew Zeno would do, exactly what he did when Goku called him in.
When a Destroyer is killed, their Angel goes dormant until a new Destroyer surfaces... So that could be why Whis didn't report anything to the GP.
Or more likely: the GP and Zen-Oh don't really care if a single Kaioshin/Destroyer in a single timeline get killed. Seems like they are easily replaceable, hence why Zen-Oh had no qualms with erasing the lot of them.
