WW uses her lasso (after tying Phantom Stranger up in his place of power).
Try holding your breath for 27 seconds. It is a long ass time. If Kid Buu tries to use it, it's actually the worst thing he could do.

There's the Manga when Goku and Vegeta entered Buu's body: no inner organs.

Here's a prime example of motions in DB...
Blasts, punches, etc... shot at super speed and these are the slowest of DB fighters. They are less than a snail compared to Buu.

The casual earth-busting handblast Boo fired just before that, however? I have my doubts that the League would blitz him into oblivion before he could release something like that.
...Especially since the Leaguers almost certainly wouldn't go into this expecting Boo to nuke the planet immediately. Not even Goku and Vegeta(who had personally fought pretty much every version of Boo beforehand) anticipated that.
