He fires the beam at :29 in my vid, and by :32 the moon started to glow. The time it takes to explode after is irrelevant.
3 seconds tops to reach the moon. It's also possible that it reached the moon in 1.5 seconds and it took 1.5 seconds more for the light from lunar contact to reflect back to our eyes
That was a generic beam with zero exertion.
Makkankosoppo is definitely lightspeed or a few multiples above.

Factor in the fact that Piccolo was flying and they were in the mountains too, I took 3 seconds to reach the moon. Light takes 1.3 seconds to reach the moon and BACK for a total of 2.5 seconds

Goku and piccolo can't move as fast as their energy attacks unless they cut them off and slow them down. Ki attacks aren't all light speed, the speed of the attack is controlled by the user.

Frieza was also being very considerate to SSJ Goku by slowing down each of the death beams in his barrage to be slower than light so Goku could dodge them easier.
Must have been really difficult for him to consciously do that as even at 1% power he would have been thousands of times more powerful than raditz era piccolo.
