Was a training session to show wolverine was still human and not an animal. That was also planned by Department H so they could clone James and make a version they could control
Exactly, he blindsided Wolverine, so he's had all the advantage he needed to be in control of the situation.
He didn't know anything about Dirtnap, so he indeed thought he was saving human life --- which should've made him more effective, if anything.
