Neither DC or Marvel thinks that. There are PLENTY characters from both sides that would snap those chains, unless you think that Superman is the strongest character in Creation like they do on KMC.

Characters who shown limits less than the feat and have 0 showings at or above the feat means that those other characters (you are thinking of) CAN'T BREAK those chains.
