The Gamma Bomb made him a point where the Green Door can open. You can drain him, but he'll still be the Hulk. He'll still be immortal, and super strong etc. Loki straight up depowered him. Cut him off from the energy source. Not even Creel could do that.
Imagine Loki snapping his fingers, and turning Superman human/completely cutting off his cells from Sunlight. That's bordering Skyfather level magic.
P.S. The Absorbing Man showed ridiculous absorption capabilities in Immortal Hulk and he was...also made by Loki. Rogue drained him, and it didn't even make a dent.

No, he just switched the energy to Spider-Man. And then said he couldn't reverse the process. Banner later absorbed it back.
Not to mention that Hulk wasn't gone completely.
