Interestingly enough, it is stated that Rey DID possess pshcyometry. It also implies that Force-healing(like Rey and Ben displayed) can only be achieved via a Dyad connection. So this may very well be an ability that Rey lost after Ben's death.

Interesting part here is that we get clarification that Rey WAS bolstering her power with the Jedi spirits of Beyond. However, nothing in this book mentions that Palpatine's power was augmented in a similar manner -- by all accounts, the power he displayed in RoS was his... And his alone.
It also states that Rey destroyed Palpatine "body and soul." So it's unlikely that he will ever return again.

The thing with Palps calling on the power of the past sith might be just a metaphor. As we know the sith can't keep their identity after death unless they have some sort of anchor like Momin and his mask, but he is just the exception rather than the norm. The sith just become one with the cosmic force, losing their identity.
I would say that a more lore friendly interpretation is that it's just Sheev's power.

But like Zen said: the power of said vergence has to be consciously drawn upon/accessed first. The Force user in question doesn't receive an instantaneous, passive amp just by stepping foot onto a vergence.
The most obvious example is Anakin on Mortis: when consciously tapping into its power, he was able to trounce the Son and the Daughter simultaneously... But he never displayed power remotely comparable to that later in the same arc(while on the same vergence), because he never attempted to consciously amp himself in a similar way.
*Same thing with Vader on Mustafar, for that matter.
So unless it is explicitly stated, I personally wouldn't assume that a Force user is automatically amped, simply because they are on a vergence/nexus.

We saw how powerful Rey (who was Sidiou's direct offspring and had his same potential) became just by studying some random texts with Leia for 1 year. Sidious himself had basically been doing the same thing on a much greater level for several decades.
