Because based on the passages galan posted, after he created the Empire it seems like Sidious basically devoted his entire life to unlocking ancient secrets of the Sith and studying sith arcana. His enormous growth makes sense if he was dedicating every waking moment to becoming more powerful.We saw how powerful Rey (who was Sidiou's direct offspring and had his same potential) became just by studying some random texts with Leia for 1 year. Sidious himself had basically been doing the same thing on a much greater level for several decades.

I mean, we'll still barely even see a micro-fraction of those worlds explored in future works, and I don't necessarily mind a more consolidated galaxy -- but it's still an odd reduction from Legends(3.2 billion compared to 3.2 million.)
It's also not taking into account all the habitable worlds in the Unknown Regions, but still...

Where does it say in Legends there were 3.2 billion inhabited worlds? Ik the Star Wars RPG says the Empire rules billions of worlds and the Shadows of the Empire sourcebook says the Empire also spans billions of stars. Never seen anything that specific, however.

Do the math and you wind up with about 7.1 billion habitable stars in the known galaxy-that's about 3.2 billion habitable star systems.
