That's not how it works. He phases through walls by shifting his molecules around the molecules of the wall. This was stated on panel. That is in no way being intangible. The speed in which he can phase through solid objects in a forum fight is the speed he has shown in comics (no faster). That means it is useless against a fast attack in a forum fight.
Also, you have to prove that Surfer can even use his full powers while phasing through solid objects.
