But back to the point, in both scenarios, a character 'tanks' attacks from other characters several levels above them. But Surfer is not PIS, and Batman is?

a Knull from millions of years ago. he wasn't as powerful as he now. Silver Surfer Black took place billions of years ago when this iteration of the universe/multiverse was brand new. SSB took place while Galactus was still incubating and he’s the last person from the previous universe.
