The PC didn't "allow" Surfer to do anything, he overshot while travelling in time and had basically no control to where he was going.
He powered a planet's energy temporarily. That doesn't even come close to the energy of a lantern.
Kyle overloaded an abstract of universe (Aberration) which destroyed the universe if left unchecked.
