Hulk can easily be bfr. He's a low herald at best.
Neither Wolverine nor Cap is herald level.
High Heralds that fly are easily BFR'd as well. The weakest character can teleport the strongest to another universe. This isn't something that should define tier levels. This is exactly why He-Man should be bumped to High Herald tier.
