This sounds like you're noticing that laws are different and distinct from legislation.

Legislation can say murder is legal ala the police or soldiers, whereas a law that you must murder could never exist.

This is why universally preferable behavior, outside of a religious objective moral system, is the only system of laws that make sense.
UPB says rape, theft, murder, etc. Can't be universal because no one can prefer to be murdered, raped, or stolen from.
UPB stands atop natural law based on private property and by extension a right to life.
