Why would you say that? Is Superboy any more powerful than he was when he fought Monarch? If so, is it the same Superboy? If it's the same Superboy, TBWL jobbed, or was simply less than advertised.

It’s the same sbp, he stalemated TDK. A being who holds multiverses in his hands, warps creation, dominated the sphere of gods, tanked the hand of creation( infinite multiverses) and beat up perpetua.

Then my guess would be that Monarch would likely defeat TDK as well. After all, Monarch did far better against Prime than TDK did. Maybe writers do away with power levels in order to give the reader flashy fights. On paper, and based upon implied power, TDK would've seen Superboy's attack millions of years before it took place, which would deny it from taking place at all. The same thing holds true for the Beyonder. He place Superboy in an endless time loop.
