Except in this case its an accusation of criminal activity. Of which numerous members of Parliament belonging to the Tory Party have accused their own senior Party members of conducting and at least 1 has reported to the police.

If there isn't a shred of proof, it's slander.
Donald Trump and Russian collusion, as an example. There isn't a shred of proof he knowingly colluded with Russia.
Nor is there proof he had any hand in the so called "capital riots".
Both of these things are designed as cover for fishing expeditions. Memo's were found as early as 2015 on strategies to impeach Trump if he won.
