Universal destroyer is a little beyond herald tier I guess.
Was there a hard number placed upon the Green Scar’s maximum achievable power level, or tier? Hal can certainly win via BFR as you suggest that shouldn’t even be a question. However, in a straight up battle, Hal would be up against near unlimited power.

Meh, Regardless the title of universal destroyer. The Golden Lantern casually destroyed the moon with one attack. I would say this is pretty good. And Hal could shrink this guy down to sub-atom size

Besides, this should be a question of "does Hal's shrinking ability ever shrink a guy who is above herald tier", more like "does Hal has the power to put him against someone above herald tier"
To put it in perspective, does Mxy ever time-stop a guy who is skyfather tier? But if Mxy trying to do this to a skyfather tier character, do you think it would not work?
Before this sinks to the bottom, I’m truly hoping that people understand that weakness exploitation does not always mean more powerful. In this case, it means that one character has a one sided advantage over the other. Let’s not pretend as if Hal’s shields at starting distances could withstand a barrage of concussive long range
attacks from this version of the Hulk. Savage Hulk’s thunder claps alone have damaged the fabric of space. This is an entirely different Hulk. And yes Abhi, the Green Scar had full access to his power source. He had unlimited power. Not that you need that to defeat Hal, unless of course Hal’s shields were able to withstand the concussive barrage. There was no hard limit set on how powerful he could become. Do I detect a lowball on the way? Credit where it’s due.
