The question is why? At best, they were too cowardly to engage the shooter. At worst, the were reckless, and accidentally shot children when engaging the shooter, and tried to cover it up. Neither looks good for them, and neither justifies their immoral portion of the city budget.

The police response is being investigated, including ballistics. That is probably why the chief resigned, and the cops stopped cooperating with the investigation.

Probably the best solution is policy based. The police officer is suspended with no pay if body cam is turned off during a police action. Make it the police officers responsibility to ensure the bodycam is functioning each time a police action is about to occur.
For technical difficulties, the bodycam should have a log of all events that occurred while operating and if an investigation is started to determine why the camera stopped working within a police action, a 3rd party investigator should be able to determine the fault.
