The same reason that he got within range of Doomsday Rex. He knew how powerful and dangerous Doomsday was, but J’onn is heroic, and will act even if he knows that he is going in under weight.
He would have an idea of how powerful the Green Scar is.
He wouldn’t know from the jump that phasing within the Hulk’s body is the worst thing that he could do, or attacking his mind would be like taming a forest fire with a hose.
He wouldn’t know about this Hulk’s ability to ramp up, he wouldn’t know that if this Hulk were truly out to kill him like Doomsday would, that even BFR isn’t a sure thing, because the Hulk can return by using a thunder clap to reverse his trajectory.
He doesn’t know that the Hulk can see invisible creatures.
Punch for punch isn’t something that he can win.
Killing him is nearly impossible.
Best scenario for J’onn would be to give up.
The only way that I can see J’onn winning is BFR, and only if he is able to pull it off without the Hulk exploding on him when he becomes tangible in order to Attempt the BFR.
