James McMillan was arrested Tuesday afternoon, and court documents show that there are multiple Department of Human Services and law enforcement cases where he is listed as a sexual abuse suspect dating back to 2003.The court documents state that McMillan was traveling with an underage victim on Cleveland County when they got stuck in traffic. The victim claimed McMillan unzipped his pants and began touching himself in front of the victim. In 2014, when McMillan was the pastor at First Baptist Church of Konawa, he claimed his First Amendment rights were being violated for not being allowed to pray before a high school game.

The Cleveland County District Attorney's office has charged a pastor who is accused of sending an unsolicited nude photo of himself to a Kansas teenager.Court documents allege McMillan added the victim on Snapchat in 2023. The victim told police at the time McMillan would have had to use his son's phone, her former classmate, to look up her account by name due to privacy settings.
The victim told authorities McMillan sent her an unprompted photo of himself working out and flexing in the mirror. McMillan then asked the victim if she wanted to see more before sending her an unsolicited nude photo of himself.
The warrant was executed in connection to a different set of allegations McMillan was arrested for in November, claiming he was sexually inappropriate with a different underaged child and exposed himself to them.
