According to handbooks, Class 25 max... but only if we feel really generous, since strength rated "4" can mean anything ranging from 800 pounds to 25 tons --- unless the entry specifies otherwise in the abilities section (it doesn't elaborate on it, just calls her strength "enhanced"😉:
