That makes no sense. I'm thinking you are misinterpreting the scene.
The punch was horizontal, and no damage should have been done to the ground. Not like what was shown at least.
The last scene you posted looks like a man made valley with actual steps. A place to meditate.

I dont think you should try and make sense of a manga with real world physics.
Agree on the last sentence though.
I think only scans 4 and 5 are relevant in terms of the resultant damage.
Scan 5 looks like another location.
Could be wrong though. Haven't read the manga.

Tank and withstand are two different things in my opinion. "Tank" means to no-sell, "withstand" connotes that survival or retaining consciousness.
Superman probably could. I mean he'd likely withstand, but whether he'd no-sell it comes down to the writer since he's been sent flying by less impressive punches. But you could probably make the argument for a lot of weaker characters too.
I think it would help if you specified what you meant with "tank/withstand."
We are talking about comics and Manga. There are beings that has stood in one spot while class 100s pounded on them. Example...
Another example (even though Rogue isn't class 100)...
