Thor wins more often but it isn’t its close at about 6.5/10
Orion would shift into berserker mode most likely which is in chapter for him. Thor being King of Asgard will likely result in him being more tactical and wise than his Classic Thor days and more powerful. Thor damaged Mjolnir with his bare fists Which is huge and shows that he has jumped up in tier in terms of striking ability. Let’s say it becomes as brutal as his fight was when they battled on Know-where the Celestial, he’d arguably be operating at 10x base strength or Warrior Madness mode. Which would fit due to having his skull cracked by Hulk in an earlier comic, and easily overcome by Banner/Hulk.
Starship Hulk was likely the same Hulk unhinged due to it stating that he believed everything was real while wearing his AI simulated battle helmet/visor. Yes he drained the Hulk of gamma becoming a Thor-Hulk, but before this they battled for a prolonged period of time and it didn’t result in a one shot from Hulk breaking his skull again.
This may or may not have been Thor in Warrior Madness mode, but evidence suggests that this actually may have been the state of mind that he was in. His ability to think a little more clearly may have been due to his new status as the King of Asgard, but that was never explicitly stated in the book, unless I missed it? If my understanding of the story is incorrect fanfic, I’m just saying that the interpretation could be a clear reason as to why Hulk didn’t one shot.
Orion is faster in bursts, being able to mixed it up with Superman in combat, but Thor has battled Gladiator in his classic less powerful days as well. It would be a lie to say that Thor is as fast as Orion is in combat, so I stand by the speed comparison.
Thor fracturing Mjonir with his fists alone tells me that he has been given a durability and strength bump. Fighting on equal footing with Hercules also shows that he isn’t an inept combatant, so Orion should not outclass him in skill.
Close fight but Thor should win if they are both fighting with clear heads. If they both shift into berserker rage mode, Thor may outclass Orion in pure strength as he would become 10x stronger.

Billy has quite a few showings. So his feats need to be taken into account, more than his fights.
Gladiator does not (relative to Billy). So his fights count for much more than his feats. He is the same like Orion, who has even fewer showings still.
Hulk has TONS of showings. So his fights and feats are all equal(ish) in weighting.
IOW: if a character has very few appearances (LT, In-Betweener, Orion, Galactus) then their fights are a better gauge of their power.
The more showings a character has, and the more they start interacting with other characters, the more their fights get diluted. Lobo is a good example, as are the Lanterns. You yourself acknowledge, in team books Lobo is less impressive. Lanterns are terrible against bricks. That's when their feats become more of a gauge, where writers don't have to dilute them. Batman and Cap are also good examples of this.

Orion is far beyond that, being a literal concept (as seen in canon).
You know what IS in the rules? Full Capacity. I'm guessing you don't want Orion at Full Capacity😂 so I'll hold him back for you.
Fights are still feats, in any case, despite what you are butthurt about. So, any relevant feats from Thor? OP doesn't say anything about it being a lifting thread lol.

Didn't Orion briefly stalemate a sunamped Supes back in the day(during Man of Tomorrow, I think it was)..?Now that would probably be more of an outlier, but still...
It could be argued how strong the amp was compared to a full dip, or how good Dominus was at accessing and using Supes abilities of course, but nonetheless still impressive as a feat.
They did need to repeatedly surprise him during this fight though, including Orion himself.
JLA called in Orion and Barda and needed the element of surprise because they stood no chance otherwise by their own admission.
I’d consider it a pretty solid feat for both. That Orion did what he did and that JLA needed to call in two gods and repeatedly sucker punch him to get him on the ropes.
Darkseid avatars are extremely difficult to pin down. Orion could have been facing off against a low herald to high transcendent herald. Power levels aren’t exactly written in stone when it comes to his avatar’s.
Currently, Superman can defeat Orion without sun dip amplification.
Thor is also different now, he has the Thor Force passed down from Odin and has attained a power level well above his Classic Thor days.
