Marvel has been frustrating me, for cancelling great series, and adding medicocre ones (like the Rogue, and Jubilee), here are my thoughts on it:
Read it, didn't like it.
This is how a Rogue book is connected to say, a Black Panther book:
A) Marvel does not have limitless revenue. In the end of the day, they are a business, and it is more profitable to sell a mediocre book on a popular character, than to build a fan base on less popular characters and good talent. (See Captain Marvel)
B) When a series like Jubilee or Rogue is created, they DON'T need talent because its ALREADY a popular character/team (see Uncanny written by Austen)
C) Therefore Marvel will see no need to build franchises around "second tier" characters, and therefore won't, so they will cut back on less popular characters, NO MATTER how good they are, because they DO need talent to sell these books, and talent costs money. Neil Gaiman admitted that Marvel or DC (to a lesser extent) would NEVER start up one of the greatest franchises ever, Sandman, because the series was slow, deep, thoughtful, and needed a lot of time to mature, something both companies don't have. That is why indy comics TEND to be better quality. (See any small town comic company)
Therefore it is absloutley correct in saying that we should be dissapointed that Marvel does not spend time developing potenially some of the greatest characters ever, and they keep on turning to their popular characters for guranteed revenue.
