He should be able to kill most people by manipulateing the water in the body.

Or go in your mouth and just explode from inside your body.

Aren't his powers limited to altering his own molecular structure?

You can't assume someone has powers just because it's never been stated they don't have them. I'm pretty sure Hydro-Man can only alter himself, not all water.

"The Wizard enhanced his powers, through the use of sophisticated equipment. These artificial enhancements granted him increased and more precise control over bodies of water and moisture near him, which he demonstrated by absorbing nearly all the moisture in The Trapster's body."

It's not that he isn't really powerful, he's just too dumb to realize his potential (he's basically written down because if he wasn't Spidey would have died long ago).

Iceman can do more than manipulate water, that is just one aspect of his power.

water wizard should be the character in question, and symmetric chaos is right since morris bench can only affect his own "water-like" molecules.
the only way he can use additional water is if he actually disperses a portion of his own substance throughout the liquid he wants to manipulate.
just like electro, it comes down to intelligence and battle prowess that separate magneto and iceman from electro and hydro man.
