water wizard should be the character in question, and symmetric chaos is right since morris bench can only affect his own "water-like" molecules.
the only way he can use additional water is if he actually disperses a portion of his own substance throughout the liquid he wants to manipulate.
just like electro, it comes down to intelligence and battle prowess that separate magneto and iceman from electro and hydro man.
