^^^ right , not only he was at herald level, he was the most powful of the heralds, and now with the bost in power and his confindence and sence of right and wrong restored, he is far more powerful than he was b4 (Galactus said that the Surfer has never used more than a fraction of his power)
By The Way ... the annihilation books makes the heralds (and Galactus himself) look weak and almost useless.
Surfer had most of his power drained away in FF#72 by the sonic shark (referred to again in a few following FF issues, then in SS#2 I believe, in his first series). I don't know if in the years/mags following, if his power was ever officially restored, or Marvel just slipped it in unannounced, so to speak. In any event, this has always been a thorn in my side when SS fought Thor for the first time.

You are thinking of the wring Nova, this is Nova of the Nova corps (the old new warrior).
Nova has become much stronger since he basically is the nova force, but look at how much more damage the heralds do to the wave than he does. he upgrade was serious, but not enough. He gets his butt kicked by SS

IMO I think that they are made to look weak in the beginning, so that everyone is more impressed (especially with Galactus) by the end of the series when he "wakes up"
Silver Surfer takes this. Stardust and Red Shift are treated like they are more powerful than Nova, like in Annihilation #3 they are stated as being the only ones with enough power to clear a path to the emergency ships. and Silver Surfer is a league above those two, so he should be above Nova also.
Yeah, Super-Nova beat a really powerful Avengers team that had Thor, Quasar and Firelord I believe.
Nova said Stardust and Red Shift were more powerful than him so based on that Surfer kills him. I still think Nova is holding back power though. The last time he used his full power he went a little crazy. Still, he's about to go toe to toe with Annihilus so he's got to be pretty powerful.
Are you referring to his original betrayal? Galactus removed Surfer's spacetime powers as punishment for his betrayal. And again, the sonic shark drained Surfer of almost all his cosmic power.

I've read Annihilation #4 over and over and i've yet to find where Galactus says the Surfers powers will be increased. Can somebody please tell me where this occurs or is this just pure FIS? (Fanboy induced stupidity)
