When he went amnesiac and forgot about his powers, his mind suppressed his powers to the point he was essentially a human. It happened again after Infinite Crisis where he didn't want to be superman again so he didn't got his powers back for a whole year even after he was on Earth the whole time.

That's a huge Superman weakness, just like it is for Gladiator except, Glads weakness doesn't revert him all the way to human levels.
