also, try to chill out with the shore of a beach setting, its basically so that tobirama has an easier time with water, only if it will help.

Fujitora and Tobirama haven't done much.
Gravity power is broken but as Law shows it doesn't prevent teleportation. And if the battle at Green Bit is used as evidence then he doesn't start with just stopping them but rather dropping meteors. Tobirama conceivably could just port him under the water. Especially with the speed equalized.
On the other hand Tobirama has no knowledge of the DF and honestly has pretty pathetic offensive showings for a Kage. Even Gaara's shitty dad has better offensive showings. And Fujitora is more or less Admiral level which actually means a lot more than the Kage title. And he is packing some serious power.
But idk. My guess is Fujitora.

Fujitora outguns Tobirama completely, but teleportation is a neat tool against him. We haven't seen enough of the characters and their upper level tools to actually dictate a winner though. Water should at be a good tool for Tobi here.

Tobirama has teleport cut (which he used to kill Izuna Uchiha), and one-side water dragon. Also darkness genjutsu, but... yea, not great here ^^
If he was Edo, he'd had that 'self-blow-up thing'.
