juggernaut as a hero

If juggernaut had his own city to protect, what enemy's from marvel or dc could be a major threat for him. Im referring to earth bound villians not cosmic entities. Im referring to classic jugs.

I assume this is who would he have the hardest time protecting the populus from.

Magneto would give Juggernaut alot of trouble
He wouldn't have to come near Juggs, so that negates Jugg's strength and offense. He could wrap Juggernaut in a huge metal ball and throw it into space.

Quicksilver would be a good enemy.
He'd make a fool outta juggs by removing Juggs helmet before Juggs even realized what was happening.

By the way, everyone that you all have named I can see juggernaut (using his powers at full desposal including forcefield) beating. Im not seeing anyone that can actually beat him that you all named. Exanples: darkseid is a superman enemy, he has the potential to kill superman, doomsday is a superman enemy, he has the potential to kill superman. Absorbing man is a hulk enemy, he has the potential to kill hulk. Sabertooth is a wolverine enemy, he has the potential to kill wolverine. Everyone that you all named, juggernaut could either curb stomp them, or stalemate them, they could never take over the city because he would still be standing, unharmed. I know that you all can do better.

any sufficiently magically powered being can do the job. Dr Strange, Dr Fate, Zatanna, AND I think Thor can do it

The rest of them might could except thor. Thor has lost to many times to jugs for me to think that he could pull a win. Is there anyone besides magical beings that could take him out.
