He has a space-distortion power that, one, basically lets him 'bullettime' himself, and two when he keeps it projected on someone they tend to be too disoriented to do anything.

Planetary does not how near the Authority's raw power, but they are masters of prep.

The Doctor's very vulnerable to ambushes though.

Also of note, the Drummer can access the Carrier without the Authority knowing about it with his data-disruption abilities.

I'd probably put my money on the Authority, they do have more numbers/redundancy and several of them have the power to turn the tide, but Planetary does get their share of wins with prep.
