Thor's lightning is magical, so it is questionable whether Xemnu could absorb it. On the other hand, Xemnu has also repelled magic with his psychic aura. I would say that Thor's mental resistance feats, while impressive, are insufficient to resist Xemnu's controlling influence, and even if you wanted to assume they were, the titan is no slouch in the physical department.
