Lets pretend for a moment that 7 human beings in real life abtained the intelligence, powers and or even some or all physical abilities and skills sets..
Vladimir Putin's Cabinet:
Minister of Justice ( Alexander Konovalov ), all the intelligence, powers and skills sets of Daredevil.
Prime Minister ( Vladimir Putin ), has all the powers of Magneto, but Putin has his own intelligence and skills.
First Deputy Prime Minister ( Igor Shuvalov ), has the skills and intelligence of Hawkeye.
Minister, Chief of Staff of the Government ( Sergey Sobyaninhas ), has the all the intelligence and only the durability of Luke Cage.
Minister of Defence ( Anatoly Serdyukov ), has all the intelligence and skills of Green Arrow.
Minister of Education and Science ( Andrei Fursenko ), has the intelligence, powers and skills of Mystique.
Minister of Finance ( Alexey Kudrin ), has the intelligence and skills of Black Widow.
As current world issues go:
They run current Russia, all 7 are tied together, working together towards one commond goal ( World domination)
Do they achieve there goal using current Russia as its start point to one day rule the Earth..
To keep with modern times we start at the current Ukrainian situation.
Anything in Russia they can use, its Military, Russian allies, resources anything!!
Can they be stopped?
Will they reach there goal?
They have 10 years from today to conquer all of Europe, Middle East and Asia, that won't join there cause.
Putin can probably raise huge chunks of metal and bombs by the 1000 and just throw them into Ukraine and the surrounding area. He can also make forcefields if he knows how to.
They could have Andrei Fursenko as the best spy/assassin the world has ever known. They would have to do things quickly as soon as they're found out they wont be able to win. Perhaps take it really slowly. Use the powers of Mystique to take control of various militarys. Perhaps a volatile one like Israel. And convince them to enact the Samson option. Then pick up the pieces later.
I don't know that Putin with a literal superpower is functionally all that different from Putin with the figurative one he's got now. Throwing railcars around may be flashier than rolling out thousands of T-90s, but the end result is much the same.

Not within 10 years time he wouldn't. We would come up with a weapon to put him down. However he would have China as an ally, and all of the power that they can bring. I see nothing short of Armageddon occurring, and like Laminator X said, I don't think the flashy super powers would add anything to the threat that Russia and her allies would bring.
How ? All weapons we have are useless against Magneto. We have nothing to break his force field. He could fly to the white house and kill everyone there without any effort. He can destroy any military base easily. All source of power/full, etc.
From what i understand, Russia could conquer the planet in 1 day if they can. They have 10 years to do that, but they dont have to wait to attack others countrys.
Don't forget it's Putin not Erik, Putin will use his abilities to add to his Black Sea Palace and create more Roubles seen as his country is going down the pan. He isn't as clever. Nor would he realise he has the capabilities to do certain things.
Like I said if they can get the person with Mystique abilities to impersonate Netanyahu and enact a Samson option then your quids in.
How hard is to him to call a scientist to try to discover how his powers works ? Then he will see he can control eletromagnetic field. Then he will tell to Putin everything he can do.
