What I meant to convey in my message is that the Vulture absolutely sucks and any competent streetleveler is a threat to him.

Yes, he does. But I'm not sure if that's enough of a advantage against someone as skilled as Falcon.

Black suit Vulture was the strongest incarnation I believe (could be wrong though), but he still got pwned by Black Cat. Not sure if she had any powers at that time.

To make it interesting (and fair), I'll make three scenarios:

1. Classic Vulture (with optional wrist blades)
2. Black suit Vulture
3. Rejuvenated Vulture

When he fights the likes of the Vulture, yes he is.

I'd need to be more of a Spider-Man expert to know about the best Vulture showings. As it is, I just know he is no uber villain.
