Matt wins, with ease. Bane ain't breaking a man who could legit hang with Spidey in speed/agility.

Matt deflects/rediects bullets like Roger Federer hitting a tennis ball. He has the feats to jusify at least keeping up with an average Spidey or Iron Fist (Two other characters who Bane may as well be standing still against )
We're talking casual bullet timer here. Massively hypersonic. Bane's simply not at that level.

This is a ridiculous statement. So you are in effect stating that DD is faster than Batman. Bane has no problems hitting Bats and trading blows with him. DD has been hits in fights by Kingpin, Punisher, Moonknight, Bullseye, Crossbones, Echo, and the list goes on. Bane has stalemated or beaten Azrael who's stats (especially speed are strength) are greater than Matt's. Azrael who just stalemated Batwoman and Cassandra Cain. You know Cassandra Cain who was dodging/moving faster than bullets after they were fired since before 6 years old.
In any other words, bullet timing means almost nothing when comparing if streets/low metas are fast enough to hit each other. Spider-man has been impressed by the Cat's speed in a fight. Spider-man has problems with mmaers all the time.
Cassandra Cain level, at least, who even the mighty Bats is written as inferior to.

That has absolutely nothing to do with keeping up with Spidey. Spidey has outrun bullets. It takes a small fraction of the speed to block something. DD radars in on the aim and nerves before the fire. He anticipates where the bullet will be before hand. Even if he didn't (reacted after the fire) then he still needs to move only a fraction of the speed of a bullet to block it.
Matt can only move his limbs at peak human speeds (far less than 120mph).
