Considering immortal souls are a real thing in Marvel comics, that's pretty much the worst news ever for Surfer. It means he's no more Norrin Radd then Swamp Thing is Alec Holland. Except, Alec's soul is bumming around the afterlife, while Norris's was eaten by a soul parasite.

Marvel ultimately DID present that as Storm's backstory, but it would take a little while. The first published meeting of these two took place in a very different setting than the streets of Cairo, Egypt:
