How high would Hux rate inside the Empire

It has been stated that Snoke tried to keep Hux's Rank low on purpose. If he lived during the Empire, would his talent be more rewarded? He is technically a child of the Empire born and bred.

I don't know. Doubt Snoke would have given him such a prestigious position if he didn't deserve it.

As I recall he didn't really deserve the position, he just kinda wormed his way into it.
