Wolverine isn't strong enough to break the webbing because characters twice as strong aren't strong enough to break it and have been shown to be helplessly bound and immobilized by it. Wolverine would have to be at a certain level of strength to break Spider-mans webbing so somebody prove that he can lift at least two tons.
