You're wrong. If you take a look at that issue, spiderman is continuing to shoot web at Wolverine even after some hits him. He knows it is not enough to hold him. Unfortunately, Wolverine cuts the rest as it comes in and gets away from the wall.. where he can no longer be anchored to it.
